You can click and drag cards anywhere on your dashboard and it will remain there until you move it or place another card in front of it. You do have to click on the heading in order to drag it; otherwise you'll be clicking on the card links.
You can also use the Move Forward/Move Backward Options in the three dot menu to move one space away.
NOTE: You cannot resize cards in OneTech, only change their position.
